<stepDesc>All source images created by the Idaho Department of Water Resources as a result of the previous Process Step were mosaicked together using an ArcGIS Workstation 9.2 AML. There was no unique value for NODATA cells. But, the value 255 was set to NODATA to eliminate as much NODATA as possible. Cells that truly are 255 are corrected later in the processing. A boundary clip cover, representing the extent of all mosaicked images, was created from a tile index to use as a mask. To create this coverage, interior arcs were deleted and topology was validated until a single polygon remained. NODATA cells within the boundary clip cover needed to be converted back to 255. This needed to be done to insure that all cells inside the boundary had a value. The values were actually converted back to 254 to leave a value for transparency if it was needed in the future. A mask was created from the image mosaic using the ArcGIS tool ISNULL. In the Environment Settings, the Raster Analysis Settings mask was set to the boundary clip cover. The mask was shrunk by one pixel to make sure the boundary was clean and the final image was created. Data were loaded into an SDE database using JPG compression with a quality of 75.</stepDesc>
